Perform technical analysis and engineering evaluation of engineering reports, facility plans, construction plans, specifications, construction schedules, contracts, change orders to ensure Board funded projects comply with rules, design criteria, and acceptable engineering practices.

Monitor project schedules and budgets. Perform associated database entry.

Conduct onsite observation to monitor the progress of the construction of water and wastewater facilities for compliance with Board rules and specifications.

Serve as a contract manager and monitor contract schedules, requirements, terms, and conditions; review eligibility and approve payment requests.

Coordinates with various federal and state agencies like TCEQ and EPA regarding projects and programs.

Prepared technical reports, testimonies, and memoranda supporting the staff conclusions regarding the merits of various water and sewer applications seeking relief from the commission.

Reviewed water and sewer utility rates, Certificate and Convenience and Necessity, Sale Transfer Merger, and Streamlined Expedited Release applications and petitions pursuant to the procedural schedule set forth by an ALJ and provided recommendations that are in public interest.

Worked on rate design and estimate pertaining to water and sewerage. Provided recommendation on just and reasonable rates to be charged to the public.

Conducted water and sewer utility depreciation studies. Provided recommendations on annual depreciation, accumulated depreciation, and net plant to calculate rate base.

Undertook operation and maintenance (O&M) studies. Provided recommendations on the expenses related to engineering services, repairs, capital improvement plans, and maintenance.

Participated in utility rate settlement negotiations.

Assisted the commission in policy-making and form-developing projects. Provided technical assistance and clarified the Commission rules to the public as necessary.
